Can't login to swicth by user local of switch, using AAA.....

Hi all

I setup IAS (MS) Radius server authenticate AAA login to cisco Swicth. I login to switch by account Window successful.
In the case Radius server is down, I can't login to switch user local of switch. Bellow is my config:

username test password 12345
aaa new-model
aaa authentication login default group radius
aaa authentication login admins local
Radius-server host 10.161.21.1
Radius-server key cisco

When I login to swicth, it show error messege like that: " user test access denied.........."
On swicth I config like above, it is enough or not? what shoud I add more command?

Hi all

It worked now. On switch I added more command as bellow :

line vty 0 4
login authentication admins
tranport input ssh
